Cost of living pressures
The rising cost of living is putting undue pressure on South Australian households, businesses and families.
Council rates are one of the biggest taxes that home owners pay.
In recent years, increases to council rates have gone up well beyond inﬂation. Some councils have increased their rates by up to triple the rate of inﬂation.
We believe that in some cases rate rises have been disproportionate and unfair.
After years of high taxes and charges from State Government, local councils have been required to shift cost burdens through to ratepayers via council rates.
This has created friction between ratepayers and local government.
Tax increases that are greater than inﬂation put massive pressure on families, and we think that State Government can do more to keep these rising costs down.
However, we believe that we can take action to reduce household cost pressures in South Australia, as has been done in other states.
For example, in New South Wales there has been an effective rate capping regime in place since 1977. For over 35 years NSW council rates rises have been overseen by their independent regulator.
As a result of these policy settings NSW has the lowest council rates in the nation.
We don’t accept that South Australians should be struggling under higher council rate increases than their east coast neighbours.
As we outlined in our manifesto 2036, the Liberal Party is committed to reducing the cost of living for households and businesses.
This is why a Marshall Liberal Government will cap council rate rises to avoid massive rate rises and to ensure that households can budget with clarity.
The State Liberals Plan
If elected in 2018 a Marshall Liberal Government will impose a cap on council rate rises, to stop rates being dramatically increased by local government and putting undue pressure on homeowners.
We will work with local councils and the LGA to ensure State Government costs are not shifted on to them and their rate payers unfairly. We will protect South Australians from unnecessary council rate hikes by allowing an independent regulator to set the rate rise councils are allowed to apply based on the cost of services councils provide.
This will stop councils from increasing their rates exponentially.
The cap will be calculated on a measured and transparent basis, to reassure property owners that they are not paying more than they should. We think councils should be accountable for how much they increase their rates. Families deserve certainty when they do their household budgets.
We need to ensure that households and businesses are receiving value for money and councils are delivering their services at the best possible price.
By imposing less taxes and charges on families and homeowners, we will ensure that more money is returned to the South Australian economy.
We believe that our State is the best place in Australia to buy a house and raise a family, but we need to make sure that this dream is affordable for South Australians.
Capping council rates is just one of the ways we will keep South Australia livable and lower your cost of living.
